In early 2023, the Solari Report started off the year with a “Backcasting” that celebrated, from the vantage point of 2030, actions that successfully “turned the tide in the powerful pivot to freedom.” Backcasting is a planning method that defines a desirable future and then works backward to identify policies and programs that connect that future to the present. Solari’s vision for 2030 is simple: The push for central control has failed, and freedom reigns supreme.
This week, five top legislators from Idaho—one of the most liberty-minded states in the U.S.—join me and our Tennessee legislative liaison Elizabeth Murphy to present a 2030 backcasting for their state, including both individual segments and group discussion. Representative Tim Remington, a pastor appointed by the governor in 2020 to fill an open seat in the Idaho House, offers the opening and closing prayers. The five principal celebrants, whose impressive credentials include significant small business and entrepreneurial experience, include:

- Representative Heather Scott
- Representative Josh Tanner
- Senator Ben Toews
Although focused on Idaho, the vision these leaders present is something that is likely to inspire legislators and their constituents everywhere. Their thoughtful, intelligent, and comprehensive discussion also illustrates the immense value of a leadership that has true mastery over the nuts and bolts of governing and managing a state.
