Pushback of the Week: May 20, 2024: Slovakian Government

Following several years of global campaigns and months of discussions in Geneva among representatives of the World Health Organization’s (WHO’s) 194 member countries, a number of countries have issued rejection letters or indicated reservations in response to proposed International Health Regulation (IHR) amendments and the proposed agreement on pandemic prevention, preparedness, and response.

The Slovak Government Plenipotentiary for the COVID-19 pandemic, Peter Kotlár, recently confirmed that Slovakia would not support the draft IHR amendments—or the current version of the pandemic agreement. Slovakia emphasized that “it would not support any documents weakening Slovakia’s position as a sovereign state.”

In the aftermath of Slovakia’s announcement, Kotlár met with WHO Director-General Tedros Adhanom Ghebreyesus, who reportedly urged the Slovak Republic to “search for possible ways to reach an agreement.”

We anticipate that more nations will join the list of those expressing concerns and may refuse to accept the IHR amendments.
