Action of the Week: February 17, 2025: Contact Your Legislators to Stop Bitcoin Bailouts in Your State

A growing wave of U.S. states are pursuing legislation to establish strategic Bitcoin reserves or enable crypto investments for public funds, opening a shift in state-level fiscal policy.”
~ Vince Dioquino, Decrypt.co

As the 2025 legislative session picks up steam, it appears that the Bitcoin billionaires’ lobbyists are making significant inroads toward their ambition of getting taxpayers to fund lucrative Bitcoin bailouts. According to Decrypt.co and ZeroHedge, legislators in 16 states (and counting) are either contemplating or actively taking steps toward establishing “strategic Bitcoin reserves.” As the quote above accurately states, this would represent a major new direction in fiscal policy.

Please make sure you have read Solari Papers #4, Bitcoin Bailout: Why a Bitcoin Strategic Reserve Is a Bailout of the Big Boys, and then get busy contacting your legislators to explain why this is a dreadful idea! If a proposed bill is already in committee, contact the legislators on that committee.

Financial planner Tim Caban, co-host of Solari’s quarterly Equity Overviews, joined Catherine in January to brief state leaders on the Bitcoin Bailout (you can view an edited version of that briefing HERE). In his own commonwealth of Pennsylvania, Tim has sent letters with attachments to all 37 legislators (10 senators and 27 members of the House) on the legislature’s Finance Committee, with the letter referencing a House bill under consideration in PA as well as three attachments (see below). He intends to follow up with phone calls. See sample letter HERE.

Depending on your budget, Tim has helpfully outlined various options for physical and electronic mailings.

Option #1: Physical Mail-out with Books:

  1. Address letter to each representative by name, print, and sign. (If it makes sense to do so, you can print the letter on your business letterhead and/or attach your business card.)
  2. Include hard copies of the following, paper-clipping the letter to Bitcoin Bailout (Bitcoin Bailout and What the States Can Do are available at the Solari bookstore, with discounts on bulk orders):
    • Bitcoin Bailout: Why a Bitcoin Strategic Reserve Is a Bailout of the Big Boys ($15 per copy, or less per copy for bulk orders)
    • What the States Can Do: Building the Legal and Financial Infrastructure for Financial Freedom ($25 per copy, or less per copy for bulk orders)
    • Hijacking Bitcoin: The Hidden History of BTC by Roger Ver with Steve Patterson (approximately $18 per book)
  3. Package all of the above in a 10×13” Tyvek envelope.
  4. Send via USPS Priority with tracking to have confirmation of receipt (approximately $10 per envelope).

Option #2: Physical Mail-out with Printed PDF:

  1. Address letter to each representative by name, print, and sign. (If it makes sense to do so, you can print the letter on your business letterhead and/or attach your business card.)
  2. Print out the PDF of Bitcoin Bailout on your home computer and paper-clip your letter to the PDF.
  3. Send via regular USPS (approximately $1 per package).

Option #3: Electronic Mailing:

  1. Write an email letter individually addressed to each representative.
  2. Download and attach the PDFs of Bitcoin Bailout and What the States Can Do.
  3. Send via email and then follow up with a phone call to make sure they received it.
